AECOM Expands Role in UK’s US$4.7bn CPS2 Framework

AECOM, a global leader in infrastructure, has secured a place on the UK Government Commercial Agency’s (GCA) Construction Professional Services 2 (CPS2) Framework.
This is the second consecutive time the company has been selected for the four-year agreement, this time expanding its presence to nine lots compared with five in 2021.
The appointment enables central government departments and public sector organisations to directly procure technical advisory, design and project management capabilities for construction initiatives.
A significant procurement framework
AECOM operates as a global infrastructure specialist, applying advanced technical expertise to address complex challenges spanning water, environment, energy, transport and the built environment.
Working with a diverse client base, the company delivers resilient and forward-looking solutions across the full project lifecycle – from advisory and planning through to design, engineering and programme and construction management.
Its latest appointment sits within the GCA’s CPS2 Framework, a programme valued at US$4.7bn and widely regarded as the UK public sector’s primary channel for procuring construction-related services.
The framework enables access to both individual projects and long-term capital programmes across sectors including healthcare, housing, energy and education.
As the UK’s largest public procurement body, the GCA is responsible for driving value in public sector purchasing.
It develops and manages commercial agreements, supports best practice across organisations and promotes consistency, accountability and productivity.
A key priority is reducing supply chain risk while supporting economic growth.
CPS2 is designed to provide access to engineering and advisory services across projects of varying scale and complexity, including flood risk management, asset management, defence and international programmes.
The framework runs for four years with no extension option, making AECOM’s repeat appointment notable.
“As one of the largest procurement frameworks in the history of UK public sector consultancy, the scope and scale of CPS2 provides an important route to market for our multidisciplinary offerings in key sectors including energy, defense, social infrastructure, transportation and environment,” says Lara Poloni, AECOM’s President.
“We are delighted to not only secure our place on CPS2 but also increase our routes to market through our placement on the newly established lots for nuclear energy and flood risk & asset management. Our expanding role is indicative of both the strength of our expertise across our end markets and the growing value our clients see in our professional services offerings.”
Nine lots secured
Having secured five lots in the previous 2021 framework, AECOM has now expanded to nine, covering:
General infrastructure: Broad access to specialist construction services supporting diverse project types
Project management: Delivery oversight across multidisciplinary teams, budgets, risk and compliance
Defence: End-to-end lifecycle support with security-cleared personnel and strict compliance protocols
Defence enhanced: Advanced lifecycle services with enhanced security requirements and controls
International: Global project lifecycle support, including work with the Ministry of Defence and the Foreign, Commonwealth and Development Office
Nuclear energy: Targeted support for delivery stages within nuclear projects
Flood risk & asset management (a, b and c): Specialist services spanning flood mitigation and asset management across project lifecycles.
“Our appointment to CPS2 is a significant step in deepening our relationship as a trusted partner with organisations across the UK public sector, including central government departments, local authorities and the Environment Agency,” says Richard Whitehead, Chief Executive of AECOM’s Europe & India region.
“CPS2 provides us with the opportunity to continue supporting the UK public sector in solving its most pressing challenges across infrastructure and the built environment, while also embedding wider social value into projects and programs and delivering significant value for UK taxpayers.”
While still at an early stage, AECOM’s reappointment – alongside its expanded scope – signals strong positioning to secure major contracts and deliver a broad portfolio of successful projects across the UK and internationally.
Though it is early days for this new deal, AECOM securing it for the second time, with further gains, suggests the company is prepared to make significant contracts and work on a wide range of successful projects across the UK and around the world.
